The policy statement is the governing principle, rationale, or intent that guides the action we take. It states what we do, but not how. This statement should be concise — brief enough to memorize word for word.

Justify why the policy is being issued. Reference the policies, statutes, or governing principles that mandate (or constrain) its application. This section may include a statement of how the policy is related to the core mission and values.

  * To whom does the policy apply?
  * What are potential repercussions for violating the policy?
  * What is the effective time period? Specify whether this represents an ongoing change or a short-term effect.
  * How often is this policy reviewed for substantive or technical updates?

  * Procedures are the //required// action steps to implement the policy. You may want to include guidelines, but guidelines are not mandatory. Guidelines would go in the "forms and instructions" section instead.
